  • 31 Jan 2017 in National Assembly: year like this one? We have seen politicians from both sides of the political divide, very fast telling the people to go and register as voters yet the people they are telling to register as voters, most of them are dying of hunger. They are dying of disease. They are dying of lack of food in the 21st Century. It is a shame. It is wrong and evil for us to even be, as Parliament, sitting when people are dying out there and purport we are able to do business. You know that there was massive crop failure last year ... view
  • 31 Jan 2017 in National Assembly: Standard Gauge Railway, but it also means Strategic Grain Reserves. We have that. Are we able, as Parliament, to monitor it every year to see that we have enough grain that can last us through the drought? Are we doing that as a Parliament? Are we ensuring that people are taken care of in terms of the effects of drought? When you are doing this, it is done sometimes, with discrimination. You will see the Government running to North Eastern, Wajir and Baringo where my friend Hon. Abongotum comes from, but you will never see them running to Nyanza. When ... view
  • 20 Dec 2016 in National Assembly: Thank you, Hon. Speaker for this opportunity. I am a very faithful Member of the Departmental Committee on Justice and Legal Affairs and I attend almost all its meetings, including the one that dealt with this issue. My father was sick in hospital here in Nairobi and I told my Chairman that I would leave early. The IEBC came and made a presentation. The following day, we came to this House with amendments as agreed by the Committee. They were amendments on what we had discussed in the Committee. The one that is here is not among them because we ... view
  • 20 Dec 2016 in National Assembly: Hon. Speaker, what are we recommitting? Are we saying that this amendment was there on the Floor and we did not pass it or what was wrong? The amendment being proposed on manual voting was never discussed in the Committee. It was presented to us by the IEBC, but we never discussed it. What was discussed, and I need to tell you this very clearly, was the Biometric Voter Registration (BVR). I remember my colleague, Hon. Ngeno, and I spending more than 20 minutes on something called the Biometric Voter Registration (BVR) and not manual voting. So, what is being ... view
  • 19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I would not want to so much talk about the names as I would want to talk about the kind of CBK that we want in this century. What kind of CBK does this country need going forward? Let us weigh the names we have been given against the requirements of the Constitution that the Board of Directors of the CBK will consist of independent people who will work without being controlled by anybody and people who will work without the direction of anybody. If they are people who understand the monetary policy, do they ... view
  • 19 Oct 2016 in National Assembly: these people understand what their role is? Like what Hon. Mwadeghu has said, we are not looking for financial controllers, chief accountants or business managers. We are looking for members of the Board of Directors of the CBK. My former boss, who is the Chairman and the current Governor, needs a strong team to work with. He needs a team that need not be taught things afresh. You get underwhelmed when you look at this Report. You shudder whether these people will stand the political interference that sometimes happens with this kind of an institution. You see political appointees and ... view
  • 12 Oct 2016 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move that the Institute of Directors of Kenya Bill 2015 be now read a Second Time. view
  • 12 Oct 2016 in National Assembly: The consultations are too high. I cannot even hear myself from where I am. view
  • 12 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. As you are aware, corporate governance is one of the most important things that we need to be talking about in this century. Corporate governance is not an end in itself, but it is a means to support the way public and private entities are run. I am moving this Bill at a time when just last week we had to adjourn the House to discuss the happenings at the Kenya Airways. We have seen how the National Youth Service (NYS) has been managed. We have seen how so many private and public entities ... view
  • 12 Oct 2016 in National Assembly: You should be aware that in this country, directors are appointed from all walks of lives as it should be. A director of a company should have skills. As soon as one is appointed, he should have capacity to learn how to interact and operate the business of the board that he has been appointed to. This country has more than 100 parastatals, but as you know now, they have become places where we recycle politicians and appoint people who have campaigned for us who want to give favours. That is not the problem. The problem is: Once you are ... view
