Although it is not provided expressly in this Bill, we are saying that if the Government of the day thinks that the membership of the Institute helps encourage good governance, then the Government may be encouraged, as they staff boards of parastatals, to have recourse to the members of the Institute. One of the most encouraging comments I have got is with regard to the original Bill I drafted that required that we put, at least, some teeth into this Bill. It would require that even if you are not a member of this Institute, as soon as you are appointed to a public body, you become a member and you must attend some training before you assume your position in the board. ...

Hon. Temporary Deputy Speaker, thank you so much. Some of us were born after His Excellency President Kenyatta died. It would be good to know from Hon. Dawood whether Kenya was more united when Kenyatta was alive than it is today. Some of us only hear stories about a President Kenyatta who died. It would be good for us who were born after he died to know this.

Hon. Speaker, thank you very much. Following up on what Hon. Duale and the Chairman of the NG-CDF Committee have said, Members are getting frustrated. The Chairman cannot talk about things that are not important. The Bill becoming a law is public knowledge. What we hope to receive in the afternoon today is the ceilings and a letter to each constituency manager telling them to submit the proposals to the NG-CDF Board. We need to be given those letters today even as they send copies to our NG-CDF managers in the constituencies. We are now getting to October and we ...
