Madam Temporary Speaker, the Standing Committee on Agriculture, Livestock and Fisheries led by my Chairman the Senate Majority Leader and I, the co-sponsor of the Bill, decided to turn a new leaf in the history of this country and the sugar industry, that we put to rest the political gymnastics around the sugar industry. The Bill also has an element of arbitration. The Chief Justice (CJ) has the opportunity to select a team to arbitrate cases of misunderstanding, mitigate conflict among stakeholders and bring sanity to the industry. Madam Temporary Speaker, the Bill introduces the Sugar Board, which at some point, disappeared from existence. The board will ensure that the regulations are instilled and maintained. Thank you, Mr. Speaker, Sir, my Question is as follows: (a) Could the Cabinet Secretary provide a timeline for the rehabilitation and expansion of the Lwakhakha-Chwele-Kimilili-Kamukuywa Road to accommodate the increasing traffic, including heavy trucks plying the route? (b) Could the Cabinet Secretary indicate the progress made in acquiring land for the expansion of the said road, stating the due diligence followed and the timelines for compensation of residents whose land will be acquired for the project? Thank you, Madam Temporary Speaker, for this opportunity. I would like to comment on the issue of subsidized fertilizer. Several weeks ago, the Committee on Agriculture, Livestock and Fisheries held a public participation tour in the western part of the Republic. We made a surprise visit to Bungoma National Cereals and Produce Board (NCPB) where we found only nine bags of fertilizer for planting. This is after the residents of Bungoma were up in arms in Bungoma Town, Webuye, Kimaeti and all the other distribution centres complaining of lack of enough fertilizer for planting.
