Mr. Temporary Deputy Speaker, Sir, I am not addressing the issue of Mr. Muturi's contentions. But I am talking about facts. We are talking about the death penalty vis-a- vis the murderers. We very well know that one of the very civilised countries, the United States of America (USA) kills by lethal injections. That is because they know that when you dilute that law, many people will die. Is it out of sympathy that a magistrate or a judge acquits a murderer? Mr. Speaker, Sir, the Assistant Minister has undertaken to go to Majengo and issue title deeds. Could he tell this House if the owners of those plots are paying rates to his Ministry? Who are the legal owners of those plots if his Ministry has not issued them with the title deeds? Secondly, if they have not issued title deeds to those people, why is the Ministry collecting rates from them?

Mr. Temporary Deputy Speaker, Sir, the police force is a reformation of good governance and it is a source of development. The welfare of policemen has a question mark. Mr. Deputy Speaker, Sir, we have heard the explanation from the Assistant Minister. This is a British citizen. Could the Assistant Minister tell us whether he has jurisdiction to represent British citizens on the soil of Kenya?

Mr. Deputy Speaker, Sir, with due respect, this is a British citizen holding a British passport. I wanted to know from the Assistant Minister whether he was a representative of the British Government that invoked the deportation of this foreigner. Could the Assistant Minister justify to the House why this man was deported? He was a religious leader.

asked the Minister of State for Administration and National Security:- (a) wether he is aware that the newly created Trans Nzoia West District has no District Accountant, District Development Officer, Lands Officer and other Government Heads of Department; (b) whether he is further aware that the absence of the officers is hampering delivery of services to the area residents; and, (c) what urgent measures he will take to ensure that all the relevant officers are posted to the district in order to speed up delivery of services to the people of Trans Nzoia West.
