However, the culprit in this instance is the owner of the insurance agency. What is the Assistant Minister doing to make sure that the principal culprit is actually arrested? However, I would like to inform him that the said Mr. Joel Mbugua was given a bail of about Kshs1 million. The variation of the bail reduced that amount to Kshs800,000. Later, the police were able to arrest the second accused. The second accused was given a bond and yet, the prison officers have been unable to present him during hearings. I would like to raise something on the same issue. The Center of Excellence in Ol Kalou - the school that we were to upgrade - got Kshs30 million. Unfortunately, the contractor colluded and exaggerated the costs to an extent that he has completed only five classes. There is also a complaint in my constituency with one school called Gatimu Girls Secondary School. We have, through the District Education Board (DEB) sent a complaint where the contractor has exaggerated the figures and we are requesting for guidance. It has taken more than two months.
