Thank you Mr. Deputy Speaker, Sir. I would like to, first of all, pass my condolences to Wanjiruâs wife and the other lady, considering that although Wanjiru stayed in Nyahururu which is a different constituency, he came from my constituency. I pass my condolences to the family as a Member of Parliament from that constituency. I would like to seek a clarification from the Assistant Minister. What the Assistant Minister has indicated is that, maybe, Kamau fell from the balcony. However, there is conflicting information from his mother that probably, he was hit on the head and could have died ...

Mr. Deputy Speaker, Sir, from the time the co-operative societies were enacted in 1966 by the late Ronald Ngala, they are governed by the law or rules and regulations which are generally gazetted by the Minister. All the by-laws are passed and recommended by the Ministry. Is the Assistant Minister aware that for somebody to have left a SACCO in which he had been contributing throughout his life, he is entitled to the payments of his contributions? The incoming of the SACCO law did not change the main Act that requires that somebody must be paid back his money. It ...

Mr. Speaker, Sir, I thank the Assistant Minister for establishing a modern youth polytechnic in my constituency. However, with respect to the establishment of Youth Resource Empowerment Centres, after the establishment of the initial 27 which were selected before and quite a number of them are in operation, how many more have been done? What amount of money do we require to do more? When will she be able to establish one in Ol Kalou Constituency?

Mr. Speaker, Sir, the Assistant Minister has said that Kenya is fast-tracking the digital installation and set the deadline to 2012 instead of 1215. Considering that the poverty index in Kenya has gone up and many families have the analog sets, what will the Ministry do in order to make sure that these families that have been enjoying electronic viewing will not be left without electronic viewing just because we are transferring from analog to digital broadcasting?

Mr. Speaker, Sir, I am really concerned when the Assistant Minister brings the letters here after this Question was asked a while ago. When one is exporting items, there are so many documents that are completed and they carry the names of individuals and the companies. One of the forms is the Export Declaration Form. Could the Assistant Minister guarantee this House that he will supply those names if they are not hiding the identity of the people who exported ivory from this country?

Mr. Speaker, Sir, I have listened very well to the Assistant Minister with respect to wool production. It is however, disheartening, considering that in Nyandarua, and in particular in Ol Kalou, we even hold the national cup for the best sheep in Hampsherdam production. Since the advent of the death of Kenya Farmers Association (KFA), we have lost our market. What is the Assistant Minister doing to make sure that this lucrative business that used to take place in Nyandarua County, and in particular in Ol Kalou, is revived, so that farmers can get the good income they used to ...

Mr. Speaker, Sir, I want to thank the Prime Minister for rising to the occasion, considering that people are really suffering due to the high cost of living and the escalating fuel prices. However, there is one issue that I would like to raise with the Prime Minister which, if not put in a proper policy frame work, will continue to create a problem in this nation. That is what we call in economics, the value chain. When we talk about the value chain we are talking about those who manufacture, import, distribute and retail. Therefore, if the policy framework ...

Madam Temporary Deputy Speaker, I rise to second the Motion brought by Mr. Mbau, the hon. Member for Maragwa. I support it with a heavy heart because at the advent of our Independence, the founding father was asked a question which went like this: âWho is our enemy as a country?â Everybody expected the founding father to say that our enemy was our colonial suppressors who suppressed this country for many decades but in his reply, he told them that ignorance, disease and poverty were our major enemies. As we look at our country today, with 46 per cent of ...
