Mr. Speaker, Sir, I would like to say that this problem of District Officers is not confined to Bura alone. If there are challenges in Bura, I really wonder what really happens to areas like Ol Kalou where we have three districts and there have been only three District Officers posted there. What is the Assistant Minister doing to make sure that the services for which these divisions were created are provided, in order to serve the local community?

I come from a maize planting area in Ol Kalou but as we speak now, there is a huge shortage that when we tried to buy maize the other day for distribution, there was no stock. Mr. Speaker, Sir, whereas I appreciate the answer given by the Minister, I also sympathize with the Member for Isiolo South. I believe this is not confined to Isiolo South. This issue affects even children who are doing their examinations in Standard Eight and Form Four. Mr. Deputy Speaker, Sir, I would like to congratulate the Deputy Prime Minister and Minister for Local Government for the answer. However, these markets affect all of us as Members of Parliament. Most of them have not taken off as we expected through the ESP. Considering that this is a grant, is it possible for the Minister to create a Fund like the CDF, so that this money addresses itself to a certain market and at the end of the financial year in June, it does not go back to the Treasury, but is earmarked to continue developing that market, ...

Thank you, Mr. Deputy Speaker, Sir, for coming to my aid. We are all Members of Parliament facing the same problem. All the Members here are affected by the ESP with respect to markets. Why can he not create a Fund like the CDF, such that come June, we do not lose the money, but it continues to develop the markets? Otherwise, we shall lose the money and probably, it will be a problem to re-vote it. He has the grant that can continue to develop our markets.

Mr. Speaker, Sir, I am very grateful to hear the Minister say that once funds are available, he will settle all those people that were evicted from the forests. However, I did not hear the Minister mentioning those who have been evicted from the Mt. Kenya and the Aberdares. What steps is he taking so that all the evictees from the forest areas; whether Mau, Mt. Kenya or Aberdares are all settled simultaneously?

Mr. Temporary Deputy Speaker, Sir, I would like to thank the Assistant Minister for promising Mr. Mwakulegwa that he is going to give him a vehicle, and he is also going to fasts track the signing of the leasing agreement. Does he have an inventory in his office of the promises he has given most of us, namely that we would get vehicles? Hon. Mwakulegwa should not be served ahead of other hon. Members who have been given promises in the last three years.
