  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Prime Minister for really bringing to light the devolution process. But I have one point that I would like him to clarify with respect to the legal status of the districts. I have heard him in some areas declining to award districts while he has granted other areas districts recently. We would like to know, since it is not contained in the Constitution, what will be the legal status of districts in future. view
  • 10 Feb 2011 in National Assembly: Mr. Speaker, Sir, it is really a tragedy today because we have been told some people acquired the Potatoe Research Station (PRS). I want to declare that I used to work in the Ministry of Agriculture. The PRS was the only research station that did research on potatoes diseases. The current shortage of potatoes is because we have no research station that is screening and releasing good potatoes. How long will it take for them to repossess this land, so that consumers do not continue facing a problem in terms of the availability of potatoes because of lack of land ... view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, I would like to address myself on mass failure of children nationally and particularly in my constituency. In Nyandarua Central District not a single school achieved the national mean score and we are wondering what the Ministry is doing about the situation. It is worrying when there are nearly 100 primary schools and not a single one achieves that mean score. That notwithstanding, they were denied teachers. What will the Ministry do to make sure that the mass failure does not occur again? view
  • 22 Dec 2010 in National Assembly: Thank you, Mr. Speaker, Sir. Once again, welcome back. I would like to it bring to the attention of the Minister for Transport that we had a vibrant trade happening between Nyahururu and Nairobi in terms of livestock because the northern side is an area of pastoralists. The railway line between Gilgil and Nyahururu has stalled and a lot of materials like ballast and some metals have been taken. My concern is, since a country develops in terms of infrastructural development, what has the Minister done? Instead of now removing some parts, he should rehabilitate the railway lines so that ... view
  • 22 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to say that, that maize was not destroyed whereas as we sit here, in the Internally Displaced Persons (IDPs) camps, maize with aflatoxin was distributed a couple of weeks ago and it is still stored there? Is he in order to say that this maize with aflatoxin is not being circulated in the country, whereas it is right now in the stores? view
  • 15 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the new hon. Member in order to come and cut short the debate when we have been here from the very beginning? view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to, first of all, support the Motion as brought by the Committee. view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have a lot of respect for Mr. Ogindo, because of all the hon. Members, he came to my constituency for peacemaking and addressed my constituents. So, I have no problem with him. He is my friend. We have been listening to Eng. Rege’s proposal, and I felt that I needed to give my input. I would like to support the Motion as has been brought. I would also like to thank the Minister, who had the courage to admit that there were flaws. We have seen in this House that when Motions are brought, ... view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have served as a CEO. The document I am holding here is not on the investigation of the CEO. If a document on the CEO is brought here, we shall discuss it. view
  • 15 Dec 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for protecting me. I would like to say that the Committee is led by an engineer, who himself has got a lot of acumen in digitization. We are very surprised that the KBC, which is a national organisation can be denied access to digital operations by FM stations, whereas they should have been the drivers in terms of digitizing the electronic media. Therefore, the recommendations made here by this Committee are valid. I would like to request the Executive to move with speed and act. If the Board that comes in finds that ... view
