Mr. Temporary Deputy Speaker, Sir, I want to thank the Minister for addressing himself to this very dangerous disease which seems to be occurring in this country. However, is he aware that in order for a patient to have a dialysis at Kenyatta National Hospital (KNH), a patient is asked to buy the consumables he talked about? These consumables include distilled water. As a result, most of the patients die because they are not able to buy the consumables.

Mr. Temporary Deputy Speaker, Sir, I just want to differ with the Chairman of the Departmental Committee on Transport, Public Works and Housing because when I look at my constituency and district, it is very disheartening to see a C Road being given only Kshs5,000, when a D Road is being given twice that amount of money through the Kenya National Highways Authority (KeNHA) and the Kenya Roads Board. It was given Kshs20 million. This is a D Road class, whereas a trunk road that connects three district headquarters; Nakuru, Miragiini district headquarters and Ol Jororok has been given Kshs5 ...

Mr. Speaker, Sir, while I appreciate what the Minister has said, that the road is being fast-tracked in terms of murraming, I would like to ask him whether contractors are authorized to use red soil as a base for tarmacking as is happening with Road C77, between Nyahururu and Gilgil.

The Committee also listened to the Minister’s views on horticulture. Horticulture should be considered because most speeches do not talk about horticulture. He said with the current competitive world, we must emphasis on horticulture for the fact that it creates employment.

In conclusion, the Committee recommended that there is need for the agricultural sector to be provided with adequate resources in accordance with the Maputo Protocol which requires all governments to provide ten per cent of their GDP to agriculture in order to boost agricultural productivity and achieve food security and a sustainable livelihood in the country.
