Mr. Temporary Deputy Speaker, Sir, I thank you for according me the opportunity to contribute to this very important debate on the National Intelligence Service Bill. Mr. Temporary Deputy Speaker, Sir, I am glad that you lived in a developed country for quite a long time. For that matter, you know that information gathering is a very important aspect of the security of the United States of America (USA). So it is for this country. Information gathering, in terms of the NIS operations, is of paramount importance. One of the things that must be done is to de-politicize the appointment ...

Mr. Speaker, Sir, if you look at the figures we are talking about at the KNH, they are very high. I remember in my constituency we had a figure of Kshs2 million. Considering that the Government had come up with cost sharing, I would like to know why the Ministry cannot look at the matter, so that the KNH does not now continue reflecting charges like private hospitals; the poor should be able to take their sick to the KNH.

Mr. Deputy Speaker, Sir, as I said yesterday, I was honoured because after I mentioned this to the Minister who is seated here, he quickly moved there and he has directed that the committee and the local people sit together with the Ministry of Public Works considering that it is a large hospital without even an intensive care unit and a very small mortuary, so that we can upgrade. Mr. Deputy Speaker, Sir, before the Minister replies, I would like to inform you that the written answer that I have received is not compliant with the part of the Question that was deferred. What I have received is the original answer to the Question, which partly addressed the issues raised. So, the Question was partly answered and additional information is supposed to be submitted today. Therefore, I have not received the supplementary answer as requested last time.

Mr. Deputy Speaker, Sir, I am in possession of the answer I had received earlier. To show you exactly what the difference is, we were told, in the last sentence, that they had planned for the Rt. Hon. Prime Minister to visit the hospital and re-name it on 2nd August. Today is 8th August. So, this is not supposed to be the answer for today. This is the answer that was given by Prof. Anyang’-Nyong’o. We had requested for the Minister to re-visit the Question and give a chronology of the things that require to be upgraded in the hospital.
