Mr. Deputy Speaker, Sir, allow me to thank the Minister because he immediately went there with the Rt. Hon. Prime Minister and re-named the facility as “J.M. Memorial Hospital”. We are truly grateful, but we would like to get what we have requested for, so that we can also increase our thanks to the Prime Minister and the Minister for Medical Services. Thank you.

Mr. Speaker, Sir, this issue of IDPs is a very funny issue. What is surprising me as one of the recipients of most of the IDPs is that when IDPs were separated; some went to Naivasha and others came to Ol Kalou. Those who went to Naivasha have been resettled while the Ol Kalou IDPs who actually live under water have been left high and dry. Their chairlady died before she had registered them with the Ministry. What is the Minister doing to settle them because they have always been in high spirits and we are running short of time? ...

Mr. Deputy Speaker, Sir, I wish to thank the Minister for the answer. I have just had a discussion with him. Ol Kalou District Hospital has never been refurbished since it was built in 1975. For example, it does not have even an Intensive Care Unit, which should exist in a Level 4 hospital. Its mortuary can only carry 12 bodies and yet the hospital serves 6,000 inhabits and not 150,000. If the Minister and the Prime Minister will visit that hospital tomorrow as I have been told, is the Minister in a position to do this? This is because ...

Mr. Temporary Deputy Speaker, Sir, I am speaking on behalf of the Departmental Committee on Agriculture, Livestock and Cooperatives; I also want to say that I am a professional in this field and, therefore, it excites me to have this policy paper coming at this time. I served in the Ministry of Agriculture for 17 years, rising to the position of Provincial Director of Agriculture. So, I understand a little bit about what this policy is talking about.

Mr. Temporary Deputy Speaker, Sir, it has been a major problem this country has been perpetually a food deficit country, yet we have the best climate and soils. When you look at the soils in the dry areas like Kitui and other areas, you will find that with a minimal amount of water, as you have seen in places like Bura, food production will be very high. When Bura was being started I was there and the amount of food that was produced at that time was quite astronomical.
