  • 5 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I now want to support the Motion as amended. Yesterday, we were debating the Vote of this very critical Ministry, and one thing that we have been fighting for, for a long time in this country is putting in place a comprehensive land policy that will address many of the issues that keep coming up in piecemeal. It has taken a long time until recently when the Cabinet eventually passed the Draft Policy. We believe that we are very fortunate as a country to have a reformist as a Minister in this very critical Ministry. ... view
  • 5 Aug 2009 in National Assembly: We are expecting that over 46 years after Independence, we should have in place a comprehensive land policy that will deal with the issue of title deeds. It is a sad story that many years after we got our Independence, we still have many Kenyans without title deeds; many parts of this country are yet to be demarcated. From yesterday’s presentation, we are informed that maybe, about eight provinces in this country have actually not been properly demarcated and title deeds issued. Yet, for the few that have received title deeds, you find that there are many people holding title ... view
  • 4 Aug 2009 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this Vote. I would like the Minister, while replying, to assure the House that the Sessional Paper that we have been waiting for will be coming to this House soon. It has taken a long time. We have been waiting for a comprehensive land policy for a very long time. It is only until a few weeks ago that we were happy to learn that the Cabinet had eventually passed the draft land policy. We are hoping that it will soon come to this House. We would like to assure the Minister ... view
  • 4 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Deputy Prime Minister and Minister for Finance, in his Budget Speech, indicated that the purpose of a budget is to prioritize the national needs in accordance with the limited resources. This Budget would indicate what the national priorities are. Looking at this nation today, I do not think there can be a greater priority than the Mau Forest Complex and the other water towers of this country that are endangered. Indeed, to show that we are taking this matter as a matter of priority, we could only confirm this through serious allocation of resources ... view
  • 30 Jul 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. On Tuesday, last week, I did request a Ministerial Statement from the Minister for Lands regarding Mount Elgon Hospital in Kitale District, which is public property that has been seized by individuals. The directive was that the Ministerial Statement would be issued today. This is a matter of urgency, because some individuals are in the process of disposing of this public property. view

  • 29 Jul 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this very important Motion by Mr. Kioni. There is no legal basis for the requirement that certain people of certain height should not serve in certain positions in our armed forces in the police. The specific provision that for one to join the armed forces, one should have a height of 5ft 9”; for women it should be 5ft 3” and the Administration Police have similar provisions--- Our Constitution provides that there should be no form of discrimination. Under no circumstances whatsoever, should discrimination of any kind is allowed in this ... view
