  • 19 Jan 2011 in National Assembly: It is also very discouraging to find that Government priorities are sometimes upside down. I cannot understand why a factory like the KMC is located in Nairobi when it should be either in North Eastern or another area where livestock is kept, so that the farmers can take their animals there. Such factories should be located in those areas. In the next Budget, the Government should set aside money to tap rain water and dig dams in areas where there are adequate rivers, so that we can store enough water and provide it to the farmers for irrigation. It should ... view

  • 22 Dec 2010 in National Assembly: Thank you, Mr. Speaker, Sir. I rise to oppose this Motion. As hon. Members of Parliament, we are paid by taxpayers to work. Since we are paid to work and this being Christmas time, it is the only time we can demonstrate to this country that important Motions before this House should be given enough time so that hon. Members can ventilate and do justice to them. Within the remaining few hours, bearing in mind the level of concentration for human beings, which at times is limited, I do not think we will have enough time to do justice to ... view
  • 21 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, this House adopts the Seventeenth Report of the Public Investments Committee on the Accounts of State Corporations, Volumes I and II, laid on the Table of the House 21st December, 2010. view
  • 21 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would want the Assistant Minister to tell this House whether he is aware that the decision to cancel that meeting was just an afterthought? If the Assistant Minister was at Nyayo Stadium on 12th the President and the Prime Minister spoke very harshly on the youth being supported by the Americans, which I personally support. However, the Assistant Minister having admitted that Mr. Wamalwa is a presidential candidate, and bearing in mind that those who were likely to attend that meeting were the youth, I think the people the Assistant Minister gets instructions from must ... view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if I got the Assistant Minister right, gazettment of the names by his Ministry is just a matter of procedure. This is because when I look at the system and criterion used in that process, I find nowhere he has clearly stated that his Ministry has any serious duty to do with the vetting and the decision on who to gazette. So, Mr. Temporary Deputy Speaker, Sir, in view of that, we would want to know from the Assistant Minister. After a name is given to the Ministry by the Interim Independent Electoral Commission (IIEC), ... view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Attorney-General has agreed that a specific provision in the Constitution makes it compulsory for the Inspector- General of Police Service to comply. What I find not clearly provided for is the time within which the compliance must take place. So, I would want to hear from the Attorney-General when he is giving the directives, and whether he will give a clear time frame within which the investigations report should be given to him for further action. view
  • 1 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. At times when hon. Members file Questions, it is for the benefit of the areas that they represent and the country as a whole. In certain cases, the Questions that are on the Order Paper are so critical that when answered, they tend to give some relief to most of the hon. Members in this country. It should not be assumed that a particular answer is only for the benefit of a particular Questioner. When I look at the Question that is next, it is about a matter that concerns the ... view
