Mr. Deputy Speaker, Sir, first of all, I want to declare my interest that I am farmer No.351 of West Kano Irrigation Scheme. Before I came to Parliament in 2007, I was the Chairman of both Ahero and West Kano irrigation schemes. By the time I was getting in as the Chairman, the scheme had already collapsed because of the mismanagement of the National Irrigation Board (NIB). Thank you, Mr. Speaker, Sir. I rise to support this amendment Bill which will give guidance on individuals who are meant to benefit from it. This will cure a number of things. I remember some years back, Kenya was struggling whether to pay the former Prime Minister, Raila Amolo Odinga, his benefits as a citizen who had served this country. Thank you, Madam Temporary Speaker. This Lunyerere Bridge could be termed as a spot where the devil has camped because a number of people have lost their lives there, now and again. I want to commend the Senator for Vihiga County, who is my neighbor, because the Lunyerere Bridge is along the Kisumu-Kakamega Highway.
