When it will be proposed that we make a detachment of the food element from the drugs, I will have a problem with the parent Act. This is because it deals with three aspects in one Act. So, how do we detach? If we do so, it means we will have to detach the main Act and it will be a little bit awkward for everybody. Then, there are various schedules in it which are part of what the authority will be doing. Most importantly, I wish to commend the sponsor and mover of the Bill for Clause113 in the Miscellaneous Provisions, Part (xv) of the proposed Bill, where the authority will make regulations. These regulations encompass almost everything the main Act deals with, including how to manufacture food, what additives to put in it and everything ...

she has won. She is one of possibly the best performing legislators we have in this House. In fact, if you listen to her debating, you would not think that she has any disability until you see her. This is evidence that disability is not inability and we must always strive to ensure that those of us who are disabled are accorded the very best of positions in the society. I congratulate her. Thank you very much.

Thank you, Hon. Speaker. I also rise to support the two Petitions and agree with my colleagues that the 14 days given may be relatively more than what we need as a matter of urgency. Maybe, seven days should have been sufficient for us to address the problem at hand which threatens to cripple our country. We must also have an investigation into why the price of fuel has suddenly gone up in spite of the fact that the VAT at 16 per cent was passed in 2018, is now being implemented and no explanation whatsoever has been given. We ...

Thank you, Hon. Speaker. Allow me to comment on the three Petitions. First, is the fact that the country seems to be overly relying on rain-fed agriculture as a result of which, we are unable to produce enough food. It was not pleasant to watch over the television last night that the country is appealing for food because of drought. We should be moving away from that. One way of doing that is to ensure that farm implements are subjected to lower taxation and we have a waiver or reduction of taxes, so that we are able to produce more ...

Thank you, Hon. Speaker. This Petition is timely especially because it relates to three young men who have a whole expanse of life ahead of them. It needs to be handled with the speed it deserves. Number two, with the mushrooming of universities in the country, some of which are of very dubious quality and expression while others are public and yet they go into the length like this one to offer degrees that are not accredited, it is high time the Ministry actually moved with speed and audited these universities and what they are offering. Many of them are ...

Thank you very much, Hon. Temporary Deputy Speaker. At the outset, I support the Bill. I have laboured to listen to the Leader of the Majority Party trying, in mysterious ways, to pour some cold water on it when it is a well-intentioned Bill meant to take care of the small depositors who feel the loss of losing money from a collapsed bank. A billionaire may not care about Kshs100,000, Kshs500,000 or Kshs1 million. However, a small saver with deposits amounting to only Kshs3 million in a collapsed bank would feel relieved if he is able to recover Kshs1 million ...
