Banks went down because of political reasons. They would say, “We do not like you, we do not want your bank” and you would go under. Eventually, conmen came in and were able to set up banks. National Park there is an ongoing dispute between the residents of Balambala Constituency and the residents of my constituency purely because there has been no public participation regarding movement between the Meru National Park, Balambala and Tharaka constituencies. As a result, there are skirmishes and there is unrest, which we ask the Government to look into. The Petition is timely and, therefore, needs immediate attention.

We are amending Section 58 of the County Governments Act, so that we can deal with two positions, which in my view, are professional positions as far as the county governments are concerned. The first proposed amendment is the position of the secretary to the board. The secretary to the board is not the same as the county secretary. The county secretary is the chief public officer in the county equivalent to our Head of the Civil Service. The county secretary to the board deals with board matters. This is where we make a provision that he cannot be nominated and appointed arbitrarily, but we must have the county public service board approving the person. We are saying that he has to be ex-officio. Otherwise, the Act does not provide for him sitting in the board. Therefore, we have to make a provision that he sits in the board to take minutes and keep records. He is accountable to the board. This is what we are trying to do.
