  • 18 Aug 2021 in National Assembly: Banks went down because of political reasons. They would say, “We do not like you, we do not want your bank” and you would go under. Eventually, conmen came in and were able to set up banks. They took deposits and fled with them. That is why the Deposit Protection Fund was established. Interesting enough, the Deposit Protection Fund was supposed to turn around and revive collapsed banks. I speak in confidence because I used to practise for some of the collapsed banks at the Deposit Protection Fund itself. It is evident that none of the banks ever recovered, and ... view
  • 17 Aug 2021 in National Assembly: Thank you, Hon. Speaker. On behalf of the people of Tharaka Constituency, allow me also to convey my very sincere condolences to the family of the late Sen. Victor Prengei. Kenya has lost one of its most astute Senators and legislators, youthful and well-meaning to the country. Therefore, it is a big loss that we are going to experience for a long time, but in view of the fact that we must accept God’s will, mine is to convey the condolences to the family, the people of Nakuru, the small community of the Ogiek and the entire Republic of Kenya. ... view
  • 11 Aug 2021 in National Assembly: Thank you very much, Hon. Deputy Speaker. This Petition is quite timely because for sure, I know Kora National Park, which is an extension of, and borders the Meru National Park, which also borders my constituency. It is important that once a game reserve is being upgraded to a national park, there is adequate public participation. This is the complaint the Member for Tana River County has, that the Government just upgraded Kora National Park from a game reserve, which it has always been since the times of Adamson when he used to live there, to a national park as ... view
  • 11 Aug 2021 in National Assembly: National Park there is an ongoing dispute between the residents of Balambala Constituency and the residents of my constituency purely because there has been no public participation regarding movement between the Meru National Park, Balambala and Tharaka constituencies. As a result, there are skirmishes and there is unrest, which we ask the Government to look into. The Petition is timely and, therefore, needs immediate attention. view

  • 7 Jul 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. Allow me to add my voice to the proposed amendment. From the outset, I totally disagree with the Leader of the Majority Party as regards what is proposed to be done here. view
  • 7 Jul 2021 in National Assembly: We are amending Section 58 of the County Governments Act, so that we can deal with two positions, which in my view, are professional positions as far as the county governments are concerned. The Leader of the Majority Party, being a very experienced accountant, knows very well that if we are to get a body to deal with accounts, we will insist that the body must comprise of qualified accountants. Matters of the county public service board are purely human resource, employment and dismissal of employees. I know of a county where the governor came into office and directed that ... view
  • 7 Jul 2021 in National Assembly: The first proposed amendment is the position of the secretary to the board. The secretary to the board is not the same as the county secretary. The county secretary is the chief public officer in the county equivalent to our Head of the Civil Service. The county secretary to the board deals with board matters. This is where we make a provision that he cannot be nominated and appointed arbitrarily, but we must have the county public service board approving the person. So the governor cannot act whimsically to appoint this person with a view to controlling the person in ... view
  • 7 Jul 2021 in National Assembly: We are saying that he has to be ex-officio. Otherwise, the Act does not provide for him sitting in the board. Therefore, we have to make a provision that he sits in the board to take minutes and keep records. He is accountable to the board. This is what we are trying to do. In so doing, we are telling the governor that he must comply with the law. The Constitution must be followed to The electronic version of the Official Hansard Report is for information purposesonly. • 7 Jul 2021 in National Assembly: the letter and you must observe the principles of gender equity, ethnic diversities and others. This includes marginalised communities and persons with disabilities. I always argue for this because I know that my constituents are a marginalised lot. Having said so, I will go to the second proposal which is to introduce the qualifications of the chairperson. This is very important because we passed the County Attorney Bill in this House which became an Act of Parliament. We had to set up the County Attorney equivalent to the country’s Attorney-General. The first qualification is that you have to be an ... view
