  • 11 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to talk about two very important points. One of them has to do with the construction of roads, for instance, the proposed Nairobi – Thika Highway. I would like the Minister to consider giving out a small component in whatever amounts is available to assist the outlying county councils or municipalities to do physical planning. Our planning has been extremely poor and it will be a shame when we put in place a Kshs27 billion road that leads to concrete jungles and failed municipalities. view

They will be resisted because they are not in every place. People will feel that they are being penalised in their respective areas. In order to avoid such resistance, I urge the Ministry to consider some resource-sharing from the toll proceeds. It involves enforcement by the police, policy by the Ministry of Transport and the Kenya Bureau of Standards (KEBs) in terms of roll over and, therefore, industrialization. You will understand that I am done with details because this issue involves several Ministers and therefore, I think it should be properly before the Prime Minister. It has to do with road carnage in Kenya which continues unabated and Kenyans continue to lose lives and property. I wish, at this very early stage, to mention that I am interested to the extent that I am an investor in the road transport sector. view
