Mr. Temporary Speaker, Sir, I was here from the beginning when this Bill was being moved by the Senate Majority Leader. It created a lot of questions and points of order because of what it is. Since the Speaker had decided on the way forward, we all agreed. The Speaker should not be challenged for making that decision. However, we should look at this Bill clause by clause, because this is a Bill affecting county governments. It has a lot to do with county governments. Mr. Temporary Speaker, Sir, I would not want to dispute your ruling but it has become a habit in this Chamber that when some people have spoken, the rest can speak for two or three minutes. That is a very dangerous thing that has been happening. If we go to ten minutes, let those who will not get a chance stay without speaking. What would you say in two minutes? I have already finished two minutes, then what? I object to that very strongly.

When I came in, I found that the matter on the Floor concerns Laikipia and Nyandarua counties. No one objects to any petition, because the petitioners may have a good reason for doing what they want to do. However, I would like to say that this matter has been there for many years. At one time, the Government wanted Nyahururu to be included in Nyandarua as a new district, but because of many districts which wanted the same to happen, the Parliament of the day did not find any logical reason to transfer or extend the boundaries of Nyandarua inside ...
