This was the time which we call “personal rule”, because only one person had a say on what was to be done and what ought not to be done. That is why Kenyans unanimously voted for a new Constitution because of various historical problems they have gone through. Therefore, it is important for us to appreciate some of the projects which were done at that time, whereby economic consideration was there. Thank you, Madam Temporary Speaker. Mine is very simple. It is to give this Motion more force in terms of law. I want to make sure that it will not just be debated and, after the resolution, it dies off. I think time has come when the Senate must start thinking as my friend has started thinking that a resolution of the House does not just work. However, if we convert this Motion into a Bill which would be assented to by the President, that would be a more appropriate situation. Madam Temporary Speaker, I do not have a lot to say because the hon. Senators who have contributed to this Motion have talked quite a lot. I want to say that I have learnt a lot from their contributions. Having said that, I think it is important for the Senators to know that the Inspector-General applied for Kshs150 billion to be allocated to the police, but what he got, according to the Estimates, is Kshs80 billion.
