Mr. Deputy Speaker, Sir, the sentiment and spirit of the Motion are very good, except that, perhaps, we need some amendment, as I heard from one of the Senators, to exclude some areas which might be misunderstood. In any case, my appeal to you is to consider people who are being rained on as we stand here because of a fault which is not theirs. They are suffering because of issues they do not even understand. Mr. Deputy Speaker, Sir, this Motion is a bit complicated. It is too early to start thinking that county governments are capable of handling this big responsibility.
