  • 23 May 2013 in Senate: Let me air my views. You came up and made your ruling which is very important for this nation. We will praise you here in the House. I must assure you that the whole country will be on your side and will respect the decision that you have taken. Also the country will see that they still have some elders who come at the right time to make decisions which are going to cool down the tempers of our people. Mr. Speaker, Sir, you have a responsibility and even the other Speaker has a responsibility to make sure that these ... view
  • 23 May 2013 in Senate: Mr. Chairman, Sir, what I am trying to seek from you is whether we are doing it from the advice of the Chair. How would that advice been seen in future in terms of the Standing Orders? What do our Standing Orders say? They anticipated this situation to arise. We cannot rush the business of this House because it will take too long. We have to go by what the Standing Orders say. If there is nothing in the Standing Orders, then we will resort to doing it kienyeji . view
  • 22 May 2013 in Senate: Madam Temporary Speaker, thank you so much for allowing me to say something. This Bill has been with us for almost two days because we started yesterday and I think a lot of areas have been covered by those who spoke before me. I am very sure that there are some like Sen. (Dr.) Khalwale who is waiting to speak and, perhaps, we may not finish all the points for him. We should not say that the Jubilee Government has been very generous and indicated that they are there to comply with the Constitution. The Government should not be generous, ... view

  • 21 May 2013 in Senate: Mr. Speaker, Sir, I wish to seek clarification on the statement which has just been made by the two hon. Senators, that the PSC is our employer. This is not the case. We are approving the appointment of hon. Members to the PSC. The PSC then employs the workers. Therefore, we are not the employees of this Commission. I want you to clarify this matter. view

  • 16 May 2013 in Senate: Mr. Speaker, Sir, I wish to seek your guidance. I have seen two notices of Motions this afternoon, one from my sister, Sen. (Dr.) Zani and another one by Sen. Orengo. The one by Sen. Orengo is listed on the Order Paper. The other is a notice. The practice is that we do not put a Motion on the Order Paper until a first notice is given. Why are the two different? view
  • 15 May 2013 in Senate: Mr. Deputy Speaker, Sir, this is the situation that we are in. If you touch anything, you find a lot of problems. If you talk about floods, security, roads and so on, it is as if our Independence came last week. There is need for this Senate to start thinking critically on how to deal with situations that have been happening almost every now and then. Kenya has resources and many experts to deal with these floods. They know what they can do and they know the solution. They know where they can get money from, but the problem here ... view
  • 15 May 2013 in Senate: Madam Temporary Speaker, I was ready to proceed with the original Motion but when an amendment was put forward, I found it more convenient to support the amendment because it has added value to the Motion. There is no change other than adding value. The issue of the road network and the railway line in this country is not a matter to spend a lot of time talking about because all of us know where we have come from, that is, in terms of counties and also the past after Independence. The biggest programme is that when we took over ... view
  • 14 May 2013 in Senate: Mr. Speaker, Sir, thank you for giving me this opportunity to support my brothers who have spoken before me. As far as I am concerned, this is a serious matter but we need to view this matter as something that is not very new to us. Listening to my previous speakers, they look “emotionalized” over something which needs very serious thinking and cannot just be a matter of playing to the galleries. view
