20 Jun 2013 in Senate:
The Professor has gone through this kind of life. People who are friendly to books try as much as possible to understand the cause and effect of a situation. But in this case, this issue is highly political. Madam Temporary Speaker, God will bless us if we forget politics now and do something for Kenyans. This problem is all over the country. If you go to the former North Eastern Province people have been moved from one area to another. Many other problems have arisen through disarmament. In the process of disarmament, people disappear from their own areas and become ...

20 Jun 2013 in Senate:
On a point of order, Madam Temporary Speaker. I invite you to look at the Standing Order which I do not have here. The Standing Order says that no one is allowed to amend any Motion or whatever is presented here to include something that is outside the scope of the main Motion. The Chair will look at that Standing Order because we are getting out of the scope of the Motion.

19 Jun 2013 in Senate:
On a point of order, Madam Temporary Speaker. Is it not fair for this House to hear from the Senate Leader of the Majority the reason this is happening? He should not just give a report.

19 Jun 2013 in Senate:
Madam Temporary Speaker, first of all, I would like to congratulate the Mover of this Motion and I believe her Motion is not cheap as it has just been described because it has given us an opportunity to say what most of us have said. I do not think there was any other forum where one would have stood up here and started speaking aimlessly unless there is a Motion of this nature. There I think I need to thank her once again. However, having said that, I think Senators are going round and round because they are not sure ...

13 Jun 2013 in Senate:
On a point of order, Mr. Speaker, Sir. I think that what Sen. Khaniri said is very relevant to this matter. This Motion may not add value in terms of debate, but in terms of resolution, it will be taken as the property of the Senate. Since we all agree that the action that was taken is relevant, then I think that we should allow the Mover and Seconder and then put the Question. That is my humble suggestion.

Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that the country is experiencing rampant incidents of insecurity due to factors such as competition for resources, ethnic tension, crime and economic disempowerment; aware that some of the incidents may spread unabated from one county to another as well as across the international borders; concerned that many lives and property are lost, people are displaced and the socio-economic set-up of the affected The electronic version of the Senate Hansard Report is for information purposes only. 2 Jun 2013 in Senate:
Mr. Deputy Speaker, Sir, first, I need to congratulate my friend who brought this Motion to this House. Mr. Deputy Speaker, Sir, the sentiment and spirit of the Motion are very good, except that, perhaps, we need some amendment, as I heard from one of the Senators, to exclude some areas which might be misunderstood. We all need to ask ourselves several questions. We are speaking here as if this is a very big thing which has just happened. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be ...

2 Jun 2013 in Senate:
Mr. Deputy Speaker, Sir, it is Sen. James Orengo. Mr. Deputy Speaker, Sir, I want to give a warning. The moment you start talking about drugs and establish a Committee, that Committee will come out with no report and if there will be a report, nobody will implement it. We are now leaving the problem to the President and the Government to declare it a national disaster. My friend here, myself and others just walk away saying that we have done a big job and we have now left it to the Jubilee Government and the President to deal with ...
