29 Oct 2015 in Senate:
Mr. Temporary Speaker, Sir, apart from what my colleague here said, my reservation is in terms of management of what we intend to do or what the Bill will do; it is highly political. I expect that it will be straight forward. It shall not be misused to do anything that will not be in the interest of the public. We are here for the people and the people are there for us. Therefore, we are in our right mind to think that whatever we are doing is right. I agree with my friend here because everything was done constitutionally. ...

27 Oct 2015 in Senate:
Thank you, Mr. Speaker, Sir. My concern here is that all the county governments have problems. The day they will know that we are capable of dealing with their protests, they will bombard this place with a lot of petitions. My question is whether we have the personnel to deal with this matter other than what I see when we go to the Committee. They just come and present themselves with those against the system putting their case and inviting those defending. Mr. Speaker, Sir, we are doing a great job where we are capable of taking a serious decision ...

22 Oct 2015 in Senate:
Mr. Deputy Speaker, Sir, we are in charge of this House because we elected the Speaker and appointed the RBC. Are they doing the job that they are supposed to do? If a point of order can take 45 minutes or one hour, what do you expect? Maybe a Statement can take a longer time but just a point of order should take a shorter time. For example, I raise a point of order; somebody else repeats the same or picks other things to discuss within the Standing Orders. There is something wrong. I hope what I am saying will ...

22 Oct 2015 in Senate:
Mr. Deputy Speaker, Sir, I am on a point of order because everybody is behaving in a similar manner. There is need for the RBC, the Chair and the Clerk of this House to discuss and see whether they are doing the right thing.

21 Oct 2015 in Senate:
Mr. Temporary Speaker, Sir, first of all, I congratulate the Committee which is headed by none other than Sen. Wako, whom we respect for the experience he acquired when he was Attorney-General and before. The Committee discovered one of the problems that we have in our county governments. There are many problems but I must say that it is important for one to wake up in the morning and suggest that there is something that needs to be done. I believe that one of the Members of a Committee of this House woke up in the morning and decided that ...

13 Oct 2015 in Senate:
Mr. Temporary Speaker, Sir, I want to thank you very much for recognizing the Senator for Laikipia to say something on this issue. History is what informs the future. If you look at our history even before Independence, you would see how the Tanzanians were colonized and how the colonisers took the country to be. You can also know how Kenya was colonized to the point where The electronic version of the Senate Hansard Report is for information purposes only. 8 Oct 2015 in Senate:
Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to say something about this issue. I also wish to congratulate those who participated in the preparation of the proposed amendments to our Constitution. I wish to state that I did not attend the meeting that was held at the Stanley Hotel because I was away. Again, when we had a meeting here that was chaired by the Speaker very few Members turned up and we had to adjourn it. We agreed that there would be no need for another meeting before the report is tabled. As far as ...
