16 Nov 2016 in Senate:
Mr. Temporary Speaker, Sir, I have my conviction about political life. When you keep on nagging, telling people what they need to do and they know it, then you become a little bit troubled. You then become revolutionary and that is something that some of us cannot do. We can continue to plead with people like Sen. (Dr.) Khalwale by speaking some of the things that we cannot speak. There is a Bill that was sponsored by Sen. Kittony, which was passed. If you look at that Bill and this system of receipt, you will wonder why we are running ...

Mr. Temporary Speaker, Sir, I am talking about 20 per cent. People should not eat more than they can give.

16 Nov 2016 in Senate:
Mr. Temporary Speaker, Sir, I agree we should never tolerate it. However, what is managing us today is corruption. Let us all be ready to fight it. Take the case of the farmers in your constituency. The small-scale farmers will continue to suffer because whenever they harvest, all that harvest goes to few people who call themselves middlemen. They will buy a bag of maize at Kshs1, 800 because they know that the farmers do not have facilities to store their produce or reach the other buyers. I hope that we will come back to the next Parliament as people ...

10 Nov 2016 in Senate:
Mr. Speaker, Sir, just to ask for guidance from you on whether Sen. (Dr.) Khalwale was speaking on behalf of the Opposition or the Senate. If that is the case, will this matter be debated by the whole House or we assume what Sen. (Dr.) Khalwale has represented the entire Senate and the country?

9 Nov 2016 in Senate:
Mr. Temporary Speaker, Sir, drought problem has been with us all the years. I cannot remember the year that Members of the National Assembly or the Senate have never called upon the Government to take care and think more about drought problems. t is something which is with us. It is something which we have not been able to decide which direction to follow. We deal with it in piecemeal situation but we hear of the cases of Machakos or Laikipia. So, it is a problem which is known by everybody. We do not need to employ experts. We just ...

21 Apr 2016 in Senate:
Mr. Temporary Speaker, Sir, I thank you for allowing me to contribute on this Bill. Every time we open our mouths to speak, we should try to understand the reason for issues that have happened. We do not need to be jumping to conclusion all the time without solutions. The kind of solutions we think that we have are never backed by any law. I, therefore, commend the Members of the Mediation Committee. Both Houses made mistakes from the word go. We have Members of Parliament (MPs) on the other side and others on this side who are legal professionals. ...

14 Apr 2016 in Senate:
Thank you Mr. Temporary Speaker, Sir. I have been trying from the time I came here to see if I will get a chance to contribute on this Motion. I was not convinced from the Committee Stage to this stage that we are doing the best we could as Kenyans to distribute the little money that we are given by the system. It is difficult to share that money. Members of the Senate should consider the Senate as a small county assembly which has been asked to share the money. It is a difficult exercise. There is nowhere where the ...

14 Apr 2016 in Senate:
Mr. Temporary Speaker, Sir, I have no objection to the question by my honourable friend. If we subjected it to an international debate, there would be no need for any boundary in this world. This is because you will enter Tanzania, Kenya and Somalia for that matter and no one will stand at the doors of economic forces. They will still move around whether we like it or not. People are being educated to move around. However, we are talking about a specific isolated problem. That is why we talk about landmass and population. As far as I am concerned, ...
