  • 8 May 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to also support this Bill. view
  • 8 May 2019 in National Assembly: This Bill seeks to amend Section 17 of the parent Act on matters to do with procedures of appointment of commissioners and qualifications for appointment. It also seeks to extend the term of office from three to six years. As alluded to by the Leader of the Majority Party, I think we will have to interrogate this issue of extension of term from three years to six years because we need to understand the basis of that extension. view
  • 8 May 2019 in National Assembly: This Bill was enacted in 2008 before the promulgation of the new Constitution. If you go through the parent Act, you will realise that there is need to re-look at the entire Act because it is not properly aligned to the Constitution of Kenya. This is especially Article 10 that talks about national values. Issues of equity, inclusivity, regional balance and national unity should be reflected in this Bill. view
  • 8 May 2019 in National Assembly: The parent Act talks a lot about discrimination and hate speech, but it does not talk about real issues that are reflected in our national values under Article 10. This Commission has been one of the toothless commissions. It cannot bite and the reason why this is happening is because there is no independence. This is the case and yet Section 26 of the parent Act says that this Commission shall not be subject to the direction or control of any other person or authority. If you look at the process of appointment, you will find that out of the ... view
  • 2 May 2019 in National Assembly: Hon. Temporary Deputy Chairlady, I support the amendment by the Committee because it seeks to give the Cabinet Secretary power to appoint any person within the public sector. It needs to be very specific that the Director General of Health should be the representative. In the old Act, it is the Director of Medical Services. If we allow the Cabinet Secretary to appoint any other person from any other Ministry or any government institution, that will not be right, it has to be someone within the health sector and that person is the Director General of Health. I support the ... view

  • 24 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this very important Motion. I support this Motion. I will comment on specific things. As you are aware, the Constitution requires the President to address Parliament on two key issues, namely, national values as enshrined under Article 10 and also to report to Parliament on the progress on international obligations. Most of the Members who have contributed have discussed a lot about the first item which is national values. I want to talk more about the progress made on international obligations. There is a Report that ... view
  • 24 Apr 2019 in National Assembly: Coming to the issues of national integration, inclusivity, cohesion and unity, I was very elated when the President said there is no turning back on the BBI. I have listened to our colleagues on the other side. One speaker even said that the BBI is amorphous. I want to tell that speaker that it is not amorphous. It is based on the nine issues that were agreed upon between President Uhuru Kenyatta and the National Super Alliance (NASA) leader, Raila Odinga. We need to respect that. We cannot say that we support national integration on one hand and then on ... view
  • 23 Apr 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity to contribute to this amendment. I start by emphasising that I fully support the amendments by Hon. Kaluma. Particularly, I want to draw your attention to the first The electronic version of the Official Hansard Report is for information purposes only. • 23 Apr 2019 in National Assembly: amendment which is amending Recommendation No. 1. This is a very important amendment because it is talking about expediting the strengthening of IEBC, the legal framework and the general policies and guidelines on management of elections. I think this is overdue. This is an important amendment that we should all support because we want to see a situation whereby we have an IEBC that is independent and accountable to the people. Most importantly is the suggestion on how we need to improve Section 11(a) of the IEBC Act so that we have a clear separation of functions between the commissioners ... view
