  • 26 Mar 2014 in Senate: Thank you Mr. Speaker, Sir. I want to seek further clarification in respect of this very important document. A birth certificate is very important for various purposes. Identity cards, passports and marriage certificates are also very important. When will the Government consider establishing offices at the devolved levels? The Constitution talks about the Provincial Administration conforming to with devolution. This should now be devolved to the ward level and there should be one office whereby birth certificates, identity cards, passports and even marriage certificates and company registration can be done. This has been done in other countries. view

Listening to the debate on this issue, there have been very good contributions. I believe the Committee is taking notes to enrich the report. Ports everywhere in the world have the potential of growing economies, creating wealth and employment. There are countries which could not be states if they had no ports. This is because for the last six or so days, students in the public universities, have not been attending classes. It appears that there is not much being done either by the Government or the university administration to sort out the matter. This Motion has come at the right time. But as we know, the Government operates with records; in this case, circulars. Would I be in order to request that the highest office issues circulars to all cabinet secretaries and all those concerned with a copy to the Senate and the National Assembly, stating this position clearly? view
