  • 4 Dec 2013 in Senate: Madam Temporary Chairperson, I am on the amendment which states that a Senator shall be considered after they have attained one term. I am proposing that a Senator by virtue of being elected should automatically earn that honour without subjecting it to waiting the same way Ministers earn those honours immediately they are appointed Ministers. So, the caveat of one term may not add any value. The electronic version of the Senate Hansard Report is for information purposes only. • 4 Dec 2013 in Senate: Mr. Deputy Speaker, Sir, I want to support this Motion and say that the security situation in our country is, indeed, worrying. It has been developing over time. If we continue at the rate and direction that we are moving, we do not really foresee the good future of this country. Even what we are talking about in Vision 2030 may end up just being nothing but a dream. Mr. Deputy Speaker, Sir, the previous speakers have talked on many issues and I may not wish to go into them. When we look at it, the summary of it is ... view
  • 3 Dec 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to support. In so doing, I also want to associate myself with the views that have been expressed here; that a fund as this one is not new in terms of experience and expected outcome. The outcome really is that there is no guarantee that this money will be paid to that level that, perhaps, can be seen as a revolving fund. We should look at this fund as a grant to the youth and women, to uplift their standards. Mr. Deputy Speaker, Sir, with regard to the funds that we have ... view

  • 3 Dec 2013 in Senate: Mr. Deputy Speaker, Sir, I know of economies – if not national economies but, at least, household economies – which have moved from owning a hen to owning a goat, a cow, a camel and even beyond! view
  • 3 Dec 2013 in Senate: On a point of order, Mr. Deputy Speaker, Sir. As we talk here, we have counties that are pastoral whose main economic activity--- view

  • 3 Dec 2013 in Senate: Mr. Deputy Speaker, Sir, I want to put it clear that in the semi-arid and arid areas, goat rearing is an industry and we do not want to create a situation whereby we are saying that the Uwezo Fund is not going to assist the pastoralists. view
  • 7 Nov 2013 in Senate: Thank you, Madam Temporary Speaker, for allowing me to contribute to this Bill. Madam Temporary Speaker, first of all, I want to thank Sen. (Dr.) Khalwale for coming up with this Bill, which really is to set order in the way leaders relate with each other and those who have elected us. They want to see us as servants because, according to the Constitution, sovereign power belongs to the people. Even titles that we acquire are by virtue of the authority that we derive from the people. Madam Temporary Speaker, the order which this Bill seeks to bring in place ... view
