One serious challenge in the rural communities especially pastoralists and marginalised communities is lack of access to justice. I come from a constituency which does not have any court; the lowest court up to the High Court. We are always forced to travel long distances in pursuit of justice. Our people pay colossal amounts of money to travel long distances so that they can be heard in courts. I believe once this Bill is implemented, we will have access to courts. First, I want to appreciate the fact that the East African Community Peace and Security Protocol and Mutual Peace and Security Pact further strengthen the Sessional Paper on Peace Building and Conflict Resolution, which was recently passed by this House. That is an indication that it cascades security matters to a regional level. Regional problems and global issues can best be handled through concerted efforts. Thank you, Hon. Temporary Deputy Speaker. The Report is straightforward. I do agree with the Senate's proposal that the Director of Veterinary Services should replace the Attorney-General. Indeed that is in order. The Director of Veterinary Services is the technical officer in charge of matters of fertilizer and animal foodstuffs. It is quite befitting. Every single year so many lives, property and livelihoods have been lost to conflicts. Our vulnerability to conflict is suggestive of our instability as a nation. Articles 1 and 2 of our Constitution clearly stipulate that the sovereign power is vested in the citizenship of this country and can only be exercised through the Constitution. The creation of the envisaged business registration services, whose objects include registration, keeping an inventory of businesses, doing research, offering policy advice and collaborating with other state actors is well-thought.
