Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity. I did not expect that it will come so soon. The person of Dr. Lydia Nzomo has been well explained in the report and many speakers before me have further deliberated on the issue. But on a brief note, I think the Chair of the TSC is so much required especially at this time when there is so much tumult over teachers’ salary; when there are notices; when they are always giving notices for strike. The nomination of one, Dr. Lydia Nzomo is timely and should be supported. The ...

20 Tuesday 18th November, 2014 for the law; were it not for the courts; I am sure Dr. Lydia would not have been the head of this wonderful institution; this constitutional Commission. I am sure forces of impunity have been working day in day, day out to make sure that she does not succeed. With the grace of God and with her competence, she has always been at the top of the list. Today, with the good guidance of the Attorney-General and our courts, we are proud to have this wonderful person to take over this position and take the ...

Hon. Temporary Deputy Speaker, water is basic to life and human development. It has immense ecological significance. Water has socio-economic value. The socio-economic development of this great State, to a larger extent, depends on water. Water is a finite resource, and its supply is so much disproportionate to the demand. There are so many studies, both official and unofficial, which indicate that in a couple of years to come, the world will be under serious water shortage. Serious water shortage will come with so many deficiencies; food insecurity, prevalence of water-borne diseases especially in the tropical areas and disasters. Some ...

Hon. Temporary Deputy Speaker, in view of this and with the reality that climate variability and climate change are with us, it is prudent that we come with good legislations to manage water in a holistic manner. In a manner that is encompassing and an integrated approach that brings together all the stakeholders in the sector. Hon. Temporary Deputy Speaker, the Bill is well thought and it has some key developments, especially in the establishment of the Water Sector Trust Fund. The fact that there are prudent mechanisms for dispute resolution, a water tribunal is being proposed. However, there are ...

Limiting the use of the Equalisation Fund, which is a constitutional fund, to only water would be negating the Constitution. With those few remarks, I beg to support the Bill.

Hon. Temporary Deputy Speaker. I beg to move:- THAT, the Motion be amended by deleting all the words immediately after the word “House” appearing in the last three lines and substituting therefor the following:- “resolves that the Government puts in place measures that all eligible Kenyans are duly registered including setting up a taskforce by the Cabinet Secretary for Interior and Coordination of National Government in order to identify those Kenyans who were wrongly registered as refugees and fast-track their acquisition of national identity cards.” I request my colleague, hon. Mule, to second the amendment.
