  • 25 Mar 2015 in National Assembly: Kiswahili is one of the official languages recognized in our supreme law. What this Motion will attempt to do is to institutionalize the implementation and the use of Kiswahili as--- view
  • 25 Mar 2015 in National Assembly: The intent of this Motion is clear and is in consonance with our laws, especially the Constitution. More so, the object of this Motion is to improve the level of knowledge of the Kenyan laws. No doubt, the translation of our laws into Kiswahili will help improve the level of knowledge of our laws. However, we have to do a little bit better. We have to go beyond that to make sure that there is much beyond the translation that should enhance the knowledge of the Kenyan citizens in regard to their laws. I think that has to do with ... view
  • 26 Feb 2015 in National Assembly: Thank you, hon. Speaker and I stand guided. I stand to support the Motion. The TSC is one of the Chapter 15 Commissions and Independent offices as envisaged in the Constitution from Article 248 to 253. The independence of those Commissions, TSC being one of them, is indicated in Article 249(2) (b). They are not under any direction or control. The TSC is a body corporate. This means they have the mandate to run their affairs independently and without any interference. For them to operate optimally, the TSC can only do so when it has all the requisite commissioners in ... view

  • 26 Feb 2015 in National Assembly: Hon. Speaker, I am making reference to the ranking according to the interview. The fact is that number three, according to the interview list, Dr. Paul Okwach, who scored 83.4 per cent, could not secure the job. It is simply because he is male. Unfortunately for him, somebody who was ranked number 21 in the name of Beatrice Marembo Adu has to get the job just because she is female. I believe it is not fair to use gender to deny qualified candidates. It is never fair to use gender to get jobs undeservedly. I believe that according to the ... view
  • 26 Feb 2015 in National Assembly: Hon. Speaker, even this House is a product of a democratic process. We have nominated people on the basis of gender. Actually, it is a problem in my county where a third of the Members of the County Assembly (MCAs) have been nominated. That is 15 out of the 45 MCAs and yet, the sovereignty of the people is vested in the elected members. So, a time may come when the 15 MCAs can meet the quorum rule in Wajir County Assembly and make decisions. In as much as gender must be considered, they must be people that are competent ... view

  • 20 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. The environment is a wide sector and the history of environmental legislation in this country has been long. Environmental legislation is found in so many Acts. There is the Wildlife Act, the Forestry Act, the Fisheries Act, the Water Act and the Agricultural Act, just to mention a few. There are so many of them and any legislation touching on environment we must be very careful. It must ensure that there is no antagonism. It must be harmonized to bring on board all those legislations that deal with matters of environment. The Environmental Management ... view
  • 20 Nov 2014 in National Assembly: However, this amendment Bill has some shortcomings. It tends to confuse various Acts. In this House, we are already debating the Water Bill, the Mining Bill and the Climate Change Bill. Environment is the mother of all these legislations. I disagree with my colleague, hon. Waiganjo. This should have been the first Act to be debated and then all other piecemeal Acts that deal with water and those other small things should have followed. This should be the one that should inform anything to do with the environment. Currently, it is very much confusing how the Water Bill, the Mining ... view
