For avoidance of doubt, this is capped in Standing Order No.216 (5) (e), which says:- “216(5) The function of a Departmental Committee shall be to:-(e) investigate and inquire into all matters relating to the assigned Ministries and departments as they may deem necessary, and as may be referred to them by the House” view

The words “as they may deem necessary” were put there intentionally, so that the oversight Committee does not wait for the referral by the House.
