  • 12 Mar 2014 in National Assembly: reservations are not honest because I do not see how the items that have been listed down by hon. Mbadi would offend anybody, if they are exempted from VAT. The list contains items like milk, sanitary towels and supply of electricity. It beats logic that anybody would have any reservations about the list. The conservatives at the National Treasury must let Parliament do its legislative work. Legislation is the role of Parliament. When we passed the VAT Act, 2013 a few months ago, there was a lot of controversy because people were not willing to talk. So, we have hurt ... view
  • 12 Mar 2014 in National Assembly: people are not angry and they spend more. That is how it happens in developed economies, if you want to truly develop our economy. Let me give you an example. You have all these churches and crusaders owning a majority of matatus on the streets of Nairobi and they pay tax to nobody. You will also find religious organizations; such people must be brought to the tax bracket. They must pay tax. When they pray, sadaka is tax exempt but when they are running businesses; when they are building offices like the one being built next to the Intercontinental Hotel, ... view
  • 12 Mar 2014 in National Assembly: , build high-rise buildings and be tax exempt and expect the rest of Kenyans to make money somewhere else and keep paying sadaka . All I am saying is that I think the Kenya Revenue Authority (KRA) has done well but they need to do better. They need to bring everybody under the tax bracket because the few who are being taxed are overtaxed. Hon Temporary Deputy Speaker, very lastly, this issue about salary reduction is not an answer to anything. In any case, the Government needs to put more money in people’s pockets especially civil servants, so that they ... view
  • 12 Mar 2014 in National Assembly: Hon Temporary Deputy Speaker, just two things because my time is up. They are opposing this Bill in entirety and I know that. That is crooked! Secondly, the President himself said the thieves and the corrupt are in the Office of the President and the Treasury. The President of the Republic of Kenya, His Excellency hon. Uhuru Kenyatta said the thieves are in his Office. What is so crooked about that? I support! view
  • 12 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, just out of curiosity, on the Floor is the Chairman of the Departmental Committee on Finance, Trade and Planning. The Speaker made a ruling that before a Bill can take off in the Second Reading, there must be a report. But that is not even where my concern is. Is he really in order to go round and round to say some businesses will be brought under exemptions to help create jobs without telling us which businesses are those? He is not being specific about which businesses he is trying to exempt so that we can ... view
  • 12 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. Did you notice the Member for Kibra just cross the Floor in front of the emblem of power as if this is a Kibra market, or as if this is a busaa or chang’aa place in Kibra? view
  • 11 Mar 2014 in National Assembly: Thank you hon. Speaker, for giving me this opportunity to contribute and support the appointment of the two newly elected colleagues to the Committees of the House. I want to note, arising from what hon. Jimmy Angwenyi has said, that he was a bit harsh on CORD because of the liberty and the courts made a good decision. That is a human right and, therefore, hon. Angwenyi, please--- He should have The electronic version of the Official Hansard Report is for information purposesonly. • 11 Mar 2014 in National Assembly: been thanking CORD if he sees that my friend, hon. Tong’i, has been given a prime position where our former CORD Member was sitting and we are not complaining. Therefore, you should be thanking us because we would have been a bit harsher, but we have resolved to move forward because we are peaceful in CORD. You have just seen the altercations in Jubilee a few minutes ago arising from the utterances of the last speaker. You have seen that there is no peace in your house, therefore, give us a break. Having said that, I want to add my ... view
  • 11 Mar 2014 in National Assembly: Hon. Speaker, we must figure out the way forward. I have prepared a Motion which I am going to bring to this House; we should have a bi-partisan team of hon. Members to begin looking into the excesses of the Constitution. The 20 per cent which is wrong should be looked at so that, as a country, we can deal with what we can afford and what is within our reach as Kenyans. view
  • 11 Mar 2014 in National Assembly: Hon. Speaker, hon. Waititu told me today that just a couple of days ago in his constituency, there was a robbery at Kenyatta University. The DCIO showed up and called the Administration Police (AP) officers. However, because he has no powers over the Administration Police (AP) officers, they told him: “You have no powers over us.” In other words, all the powers are now with the Inspector-General (IG) and his deputies. view
