  • 1 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to plead with my colleagues that we be sober. At the end of the day, this debate is about the halves who believe they must have and the rest of us who do not have opportunities to steal. view
  • 1 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, I, therefore, want to plead with you to give us, as the Committee Members, a chance to investigate and find out who may have taken the Report and what their intentions were before we continue this debate. view
  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I want to agree with the sentiments of Mr. Mbadi, Dr. Khalwale and Mr. Ruto. I just wanted to add this one thing. We need guidance as to whether we can debate, either through a Committee or in the House, something whose time has passed in law. In the event that the Committee can look at it, I want them to specifically look at paragraph 17 of the Sixth Schedule which says that the national government has powers to restructure the government or specifically that within five years, the national government would ... view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I also want the Committee, if they were to look at this, to specifically address the powers of this House in Article 200. That is; what we can do and what we cannot do because my contention is that this Constitution gives every arm of Government specific powers and I think the President is thoroughly misled on this issue. This particular Memorandum, if it was executed in a negating manner, the import is that it kills the whole devolved government as we know it. view
  • 29 Feb 2012 in National Assembly: I thank you. view
  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I rise on a point of order to seek your guidance. The issues raised by hon. Mututho are grave, and the Government needs to say something substantive to Kenyans and to Parliament. It is four years after the post-election violence. These are just 3,000 families. There are some Kenyans who are still living in Uganda. Could the Minister be gracious enough to Kenyans and tell us why her Ministry and the Ministry of Lands are purporting to be dealing with this issue when they are not? If it is not corruption, ... view
  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Just on the same issue, we notice and agree that you made a ruling. We asked for time to read the corrigenda. I have read through the corrigenda and a few issues that need clarification arise before we debate this issue. The first issue that arises is that it has only been signed by the Chairman. We need to authenticate whether this corrigenda was adopted by the Committee or it was a creation of the Chair. Secondly, under Standing Order No.48 it says:- “The Speaker may permit a Member to move ... view
  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have looked at the corrigenda, there is in many parts of the report total departure from the reasoning of the earlier report. There is total reversible--- view
  • 29 Feb 2012 in National Assembly: I am on a point of order! Just to give you an example, on page 14 of the report--- view
  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I will. I just thought it is proper at this time because you allowed the corrigenda to amend the report. I am raising the issue of the legality, if an amendment alters the spirit of a Motion--- That is the issue I want you to address. view
