Mr. Speaker, Sir, I think the Government should take positive action. What happens because of this kind of classification is that one area suffers shortage of teachers. I can give an example of Kiharu where the boundary between it and Maragua Constituency is Maragua River. The teachers across the river on one side are paid this allowance whereas those others are not paid. So, that particular area loses teachers to the area that has this allowance. Mr. Chairman, Sir, I support the amendment. When we go to elections, there may be popular candidates, but as we go to vote other members may decide to change their views and intentions. Therefore, the law should not tie other voters from choosing a person whom they regard as much better placed than the person sponsored by a particular party.

Mr. Temporary Deputy Speaker, Sir, thank you. While we would not condone the actions of the Minister and we would think that in future he would be ready to follow the Constitution as stipulated, I support this Motion. I hope the Minister is listening to us and will take note that there are several or many stalled projects in this country that require completion within the financial year.

On a point of order, Mr. Temporary Deputy Speaker, Sir. While I accept your guidance, this Question has been repeatedly asked in this House. So, when the Minister comes to respond to this Question, could he cover the entire country because it is not only in that constituency? Every time the Minister comes, he just answers one bit of the Question. Could you prepare him to cover the entire country with regard to the issue of identity cards?

Mr. Temporary Deputy Speaker, Sir, if you listened to the Assistant Minister in the first instance when he answered the Question, you will find that one, the schools are registered under Cap.211 of the Education Act. The hon. Member who asked the Question said they are registered. They would not have been registered as schools unless they had a piece of land to their ownership. The other aspect that the Assistant Minister has not considered is that education is a right to our children. Mr. Speaker, Sir, the hon. Member has asked about his constituency. I think the grading here is not right. If a university requirement is C+ (plus), how do you equate the training of a cadet with that of student at a university? Is the Minister ready to look into the aspects regardless of where one comes from and follow the policy of the Ministry of Education?
