Madam Temporary Deputy Speaker, while answering the Question at first, the Assistant Minister said that he was relying on the preliminary report; over and over again he has been asked when the concrete report will be available to the House, so that this issue can be dealt with conclusively. Could he inform the House whether he has any timeline as to when he will give this House a final report and action be taken because of the drug menace in this country?

Mr. Speaker, Sir, the challenge facing the Kenya Agricultural Research Institute (KARI) is inadequate funds for training researchers. Could the Assistant Minister tell the House what policy they have in re-training and retaining the researchers at KARI?

Mr. Speaker, Sir, if I got the Assistant Minister right, he said that they sunk 41 boreholes in that area and that only six are viable. Was it cost-effective to drill all those boreholes when the Ministry does not have enough funds to even facilitate the equipping of six boreholes?

Mr. Speaker, Sir, the Assistant Minister has told the House that Kenyans will harvest 29 million bags of maize during this season. But he has said that it is only Kshs3 billion that could be available to buy the maize. That money is not available now to buy the maize. Could the Assistant Minister tell us how much it would cost the Government to buy the 29 million bags of maize and, at the same time, tell this House how much the Government is spending by importing maize while we have maize in Kenya that is ready for purchase?

On a point of order, Mr. Speaker, Sir. I agree with Dr. Otichilo that the answer given by the Assistant Minister cuts across several Ministries. Ms. Karua raised the question of whether the Assistant Minister was in a position to answer this Question adequately. Would I be in order, once again, to ask the Chair that the Question is deferred and referred to the Prime Minister, so that he can give an answer? That is because the Question cuts across several Ministries.
