Mr. Speaker, Sir, while the Assistant Minister was answering this Question, he indicated that there was a shortage of nurses. I am sure that the shortage is not only in those three constituencies. It is a national problem. What is the policy of the Ministry? Why does the Ministry not post those Kenyans nationally, so that they reach areas which do not have qualified staff to deliver services in all those dispensaries and clinics?

On a point of order, Mr. Temporary Deputy Speaker, Sir. From the experience we had yesterday, Questions by hon. Members who were not in the House were dropped by the Chair. If the Chair drops Questions when hon. Members are not in and no action is taken when Ministers are away, we need guidance from the Chair.

Mr. Speaker, Sir, if the Assistant Minister is not misleading the House, I got it right that the circular from the Minister says that the extension for persons with disabilities can go up to 65 years, if they wish to continue. Is he now saying that those who wish to continue are not covered by the same circular that was issued by the Minister?

On a point of order, Mr. Speaker, Sir. The Assistant Minister says after the circular was issued by the Minister, something else cropped up and they issued another statement. But the statement by the Assistant Minister is that persons with disabilities would continue if they so wished. Is he in order to discriminate against persons with disabilities?

Mr. Speaker, Sir, if you listened very carefully to the hon. Member who asked the Question, he mentioned that it is a distance of five kilometers. The Assistant Minister has said that they have provided Kshs2 million and yet, he can add a few more thousands to complete the project. Again, the church is also involved in the same project. Could the Assistant Minister be specific and say exactly what is the commitment of the Government in the provision of clean water?

Mr. Deputy Speaker, Sir, I am surprised that the Minister can tell us that they are going to investigate. Wherever there have been those investigations--- I was promised that investigations will be done in April and yet, up to now, nothing has been laid before this House. Are we going to trust that he is going to carry out investigations when he has not been able to investigate cases that happened almost eight months back?

Madam Temporary Deputy Speaker, we all now understand. I want to appreciate the Assistant Minister because he has told the House the truth. He has accepted that the Ministry failed in the implementation of the project. Now that they have failed, could the Ministry hand over those kinds of projects to the appropriate Ministry that may be able to implement them better than they can do?

On a point of order, Madam Temporary Deputy Speaker. The Assistant Minister is seeking time to go and study the document. Shall I be in order to say that the Question be deferred so that he can come back with whatever information he is seeking?
