Mr. Speaker, Sir, while we appreciate the action that has been taken by the Minister to provide food and other necessities such as tents, the most important part of the Question has not been handled. It is good to feed people and it is also good to give them tents. However, what is the policy of the Government in getting these people to be self-reliant so that they can feed themselves?

Some of these class E Roads serve highly potential areas and may require immediate classification to upgrade them. Could the Ministry consider funding these roads that serve very high potential areas?

Mr. Deputy Speaker, Sir, the Assistant Minister accepts that the road is important and serves a volcanic soil kind of area; why would he not consider tarmacking the road because it is very crucial? We know it leads to the crater. Why should he not tarmac the road instead of putting gravel that is normally washed away during the rainy season?

On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to inform the House that the Government does not sanction export of those goods? Is he in order to mislead the House that the Government is not responsible for whatever happens to our resources in this country? We have exports. Is he in order to mislead this House that the Government is not concerned with what is happening to our elephants?

Mr. Speaker, Sir, could the Assistant Minister comment on the importance of bumps on highways? Professionally, are bumps supposed to support motorists or road users or they are a hindrance and sometimes could be dangerous and cause accidents? The Assistant Minister should come out clearly and say whether we should be erecting bumps in our highways.

Mr. Temporary Deputy Speaker, Sir, the Minister has made an effort to answer the Question. The first part of the Question indicated an influx in the area that Mr. Cheruiyot has talked about. The Minister has also admitted that the population within the two adjacent constituencies is very high. Some of the health centres have been upgraded and we have a big shortage of clinical officers. Could the Minister tell the House the policy that is in place as these dispensaries are upgraded to health centres? If they will be upgraded, why should we have to wait until the Public ...

Mr. Temporary Deputy Speaker, Sir, she is asking for a clarification. I can give an example in my constituency. Three dispensaries in Kiharu have been upgraded from dispensaries to health centres and yet we do not have clinical officers to manage those health centres. Is there a policy to post clinical officers as these dispensaries get upgraded?
