I will take a minute. All the recommendations that have been given in the Report are sound, but they need to have a basis. The most important is scientific and legal basis. We cannot convince anybody in the world on what we need to do and the rationale for it unless we have a scientific and a legal basis for it. Therefore, this amendment is asking that, that be the basis upon which all other recommendations can be executed.

Hon. Temporary Deputy Speaker, so, if you notice, a lot of information about miraa has not been confirmed. There seems to be doubts, both locally and internationally, that the work that has been done is not conclusive, and you can see that in the Report. If you look at the summary of findings, you find that in Summary No.2, there has not been scientific proof that khat/miraa is a drug. Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill. The area of counselling and psychotherapy is wide; its professionals are in high demand because of the broad nature of ailments that affect people. They range from ailments arising from the social changes in our environment, economic situation, living and work situations; these arise from disasters; disasters may be manmade like terrorism or natural. All of them inflict high pressure on people and affect their ability to cope; they present themselves as illnesses. Hon. Thank you, hon. Speaker, for giving me this opportunity to support this amendment. Even those of us who do not understand economics very well can understand the simple fact that it is important to avoid Government borrowing a lot within the local market. This is because competition makes local loans extremely expensive and pushes out the local people who would like to invest. That is simple enough. To that extent, I do support this Bill.
