There are three things that I have observed where I see inconsistencies. When we started with the procurement, we excluded private entities from the public procurement laws on that account. When we came to Clause 76, we excluded them from public audit. When we now come to Clause 82, we are bringing them back to Parliament. I do not see many private companies that would want this. That Bill for sure came before the Committee once. There was a lot of interest, including matters to do with agriculture, veterinary medicine, and particularly the Ministry of Health. They expressed interest to have a serious contribution on the Bill even if it meant having another Bill. Since then, it has not appeared before us. What I can undertake is to pick it up with the Chair and the Vice-Chair. The way it is going, it is not right for the Committee. It had appeared once and those other interests came up. Hon. Temporary Deputy Chairman, I rise to support this amendment but, I think what we need look at is actually scrap this whole thing of minimum returns. This is because you are basically being on your turnover. If you look at businesses where interest is very small, for instance, if you look at the fuel industry where you really have huge turnovers, in order to make any significant interests eventually some people are being taxed when they have actually made losses. Hon. Temporary Deputy Chairman, I rise to support the amendments particularly relating to milk for infants and the issue of fish. However, I would ask the Chair of the Departmental Committee on Finance and National Planning to be absolutely sure that they are being deleted because they are protected elsewhere. If that is not the case, it will be disastrous. We take her word that they are exempted elsewhere and, therefore, we do not need to do it. Hon. Chairman, the general statement of rationalisation is actually not adequate. We are talking of new figures like here we are reducing by Kshs20 million. So, it is better to say what is exactly happening. If you say rationalisation, we will go without knowing exactly what happened. So, instead of saying rationalisation, we would like to know exactly what is happening.
