On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to mislead the House by indicating that the ESPF was actually the amount of money which was supposed to be allocated to the new districts for the building of the district headquarters?

On a point of order, Mr. Speaker, Sir. This is not true. Rachuonyo North received Kshs30 million from the ESP Fund for putting up a new school and not for building the district headquarters. I think the Assistant Minister should come clean on this matter. The ESP was for all districts.

Thank you, Mr. Speaker, Sir. I am satisfied with the answer. I asked this Question in order to preempt the possibility of any county being set up on totally different standards than the national standards. We do not know who will become the Governor of any particular county and that is why I asked that Question. I am very satisfied.

Mr. Speaker, Sir, I would like the Minister to explain to this House how they are planning to train the youth in districts on technical jobs when some districts do not even have technical institutions such as youth polytechnics? What is the Ministry planning to do in this regard? Mr. Speaker, Sir, youth polytechnics are really wanted in the districts. We are going into the fourth year and so far, there is no plan to provide these services to most districts.

Mr. Speaker, Sir, since I joined this Parliament, the idea of providing ambulances to all constituencies has been mooted. It is not a rocket design to find an ambulance to give to constituencies. If the Ministry of Public Health and Sanitation will not mind, the CDF can do that if the money could be channeled through it.

Mr. Temporary Deputy Speaker, Sir, the hon. Minister for Roads has asked Members of Parliament to work closely with County Roads Engineers. Roads infrastructure will form serious part of this country’s economic development and taking cognizance of that, I want to say that the administration of county roads is very thin. Could the Minister put in place a proper administration so that the county roads are properly done?
