When you have the Office of the Auditor-General, which is an independent office created by the Constitution, vacant for three months, you sabotage the implementation of the Constitution. It is a very serious thing that has been done. One would even need to educate those concerned why it was necessary to create that office independent of the national Government. A lot of the issues which are contained even in the BBI Report have a lot to do with our inability or our refusal to implement the Constitution as it is. Sometime next year, county governments and the country will say that Parliament refused to approve the audited accounts and they will base the revenue allocation on the wrong year yet the problem lies somewhere else. view
