Most likely the other three parties would have been encouraged and by now it would have some legal binding. I want to again thank the Committee that has made it possible for us to debate the Treaty. There are very important provisions in this Treaty including the fact that it protects performers from discrimination on the basis of nationality or any other such grounds.
