You literally think that the Head of State may be visiting your constituency like the case of Kakamega. You cannot quite tell. There is confusion. There are units that exist autonomously – totally devoid or independent of what is happening at the national level. We do not want the national Government to come and interfere with normal learning. But, we must cushion the elected ones from being undermined by the nominated. However daft the elected one is, that is the one people gave votes. So, we want to make sure that the people’s choice is respected and the governor does not find a way of using nominated MCAs to destabilise a county, a thing that is happening in quite a number of the counties. I hope that the Committee under Hon. Maoka Maore can also move and make sure that we have a board so that it can deal with those issues that have been raised by Members, among others. view

While we agree that there is this thing about separation of powers, and we have men and women known as Fund Account Managers who are supposed to help in the administration of NG-CDF at the constituency level, my experience in the last one year has nothing to do with what I saw during the 10th Parliament.   • 18 Oct 2018 in National Assembly: In the past, we had a poor way of distributing those funds. I would get Kshs40 million in Ndaragwa while another constituency would get Kshs120 million. We now have about Kshs110 million distributed equally. It is still not the best. I am seated next to Hon. Kwenya from Kinangop. He has 120,000 registered voters and he is getting Kshs100 million. I have about 50,000 registered voters and we are getting the same amount of money.
