I was attending a burial on Tuesday in my place and the Governor…I do not want to say much about my governor because we have quarrels in my county. He had given coffins, and one of the coffins gave in. You can imagine the mess that we were in when a coffin was giving in as we were seated there. The duplication rate is so scary. You will find a whole team of county government coming to piggyback on the projects that are being done by NG-CDF. We need to come up with ways to avoid that level of duplication because it does not help at all.

I also want to mention something about the fact that projects at the constituency level are supposed to be conceived by the people themselves, and acted upon by the committees. What worries me is this: How is it that we have this thing they are calling Information Technology (IT) hubs? In my constituency, we have written back to say that there may be a need, but not for the four hubs. But they are being lumped on us. I wish Hon. Maoka Maore was here. At the outset, let me start by saying that if you notice, this is the third Motion that we are discussing which was introduced in the House by our able women leaders. It underlines the importance of having women in leadership positions, including this House.

The Motion before this deals with establishment of special needs units in every primary and secondary school that was introduced by Hon. Mishi Juma Mboko. Before that, we had another Motion which was moved by the Member for Kibwezi East which deals with establishment of trauma care centres for the victims of gender-based violence. Having said that, it is important to note that there are four issues that have been highlighted in the Motion. One, four deliveries in every 1,000 result in this medical condition that is traumatising. We have 50,000 to 100,000 new cases of this condition every year. Like the other Members have said, this is an issue that affects every corner of this country. I come from Nyandarua County, which is in the Central Region of this country. A mention of Central Region gives many people the false impression that communities in that area have developed beyond some basic needs. Nyandarua is one such area that requires the attention of the Government when this proposal comes to fruition. Thank you, Hon. Temporary Deputy Speaker. I have two things. One is that this institution is a product of the 2010 Constitution. Listening to the very many contributions that were made by Members on the Floor, it is clear that many of us do not understand the role of IPOA. The new commissioners must undertake civic education so that people can understand what they have been put in office to do. Secondly, Section 4 requires that they conduct their work impartially. Even as they take on the police, they should not intimidate them. They must be impartial. Thank you.
