It is a direct erosion of the powers and supremacy of this Parliament. The Judiciary has the responsibility to adjudicate on the legality of a legislation that Parliament may enact. But the Judiciary cannot stop debate in this House. The Government Proceedings Act, Chapter 40, specifically outlaws orders of injunction against the Government. I also wish to refer to the National Assembly Powers and Privileges Act, Chapter 6. Mr. Deputy Speaker, Sir, the Lake Basin Development Authority (LBDA) was created under an Act of Parliament to stir development in the whole of Western Province, Nyanza Province, and to a large extent, in parts of southern Rift. However, it is very clear from this answer that the operations of this Authority have been hampered by lack of sufficient funding. Could the Minister assure the House that steps have been taken to ensure that the Authority shall be properly funded to carry out its mandate?

On a point of order, Mr. Deputy Speaker. It is becoming increasingly clear that Ministers do not take their work seriously; if apologies are going to be tendered in this House the way they are being tendered then the Chair will be encouraging laxity on the part of Ministers.
