On a point of order, Mr. Deputy Speaker, Sir. That Question now belongs to the House. I am wondering whether it is in order for the Assistant Minister to refer to a discussion that he and the Questioner had without disclosing the substance of what they discussed to the House. The Question, once put on the Order Paper, belongs to the House.

On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Attorney- General to mislead the House by saying that the Registrar of Companies can only be moved by an application by members of the company when in actual fact the Attorney-General's Chambers and the Registrar's office have been computerised and the Registrar should be able to take action on his initiative if the company is not able to comply with the regulations?

Mr. Deputy Speaker, Sir, the hon. Minister's answer to part "a" of the Question is perfectly right. I find that satisfactory but I have an issue with the answer to part "b" of her answer. The hon. Minister's view is that subject to provision of physical facilities and infrastructure, more judges, puisne judges and Judges of the Court of Appeal will be appointed. The procedure of appointment of judges either puisne judges or Judges of the Court of Appeal under the provisions of the current Judicial Service Commission Act is flawed. It reads:- "Except on judicial consent, no person shall be deprived of their enjoyment of his freedom and conscience".For these purposes, conscience includes religion. Therefore, the order by the PPO clearly contravenes Section 78 of our Constitution. I have raised this matter with the PPO but I hit a brick wall. On a point of order, Mr. Speaker, Sir. The issue is not the procedure for compensation. The issue is how the quantum is reached and if the law has been amended to enhance the figure from Kshs30,000 to Kshs200,000. That is the issue.

Mr. Speaker, Sir, this Question raises very serious issues not just for North Eastern Province, but for the whole nation. In Kisumu District, there are about 600 trained teachers who have not been absorbed. In the circumstances, what steps is the Ministry taking to ensure that all trained teachers, in view of the shortage of teachers, are absorbed?
