Getting back to the point, the Leader of the Majority Party said the truth when he said that this is a House of rules and precedents. What he did not say is that this is also a House of customs. The custom from the 10th Parliament is that Members of Parliament enjoy transport and security. So, everybody who has spoken on that Notice of Motion should have been ruled out of order, in my understanding of the Standing Orders.   • 6 Dec 2017 in National Assembly: needs to be skilled in arbitration and conflict resolution. Some of us are trained in those areas, some are not. Some have them naturally. Hon. Nyenze was a naturally made arbitrator and one who could resolve conflicts. I got to know him extremely well when I served with him in the last Parliament in the Public Investments Committee.
