I believe that we are all familiar with the manner of dressing in the House. I would like to have your direction. Is it proper for a Member to come to the House dressed in a decoration? Kisumu West may be far away from Tigania, but the issue of classification of this country into hardship and non-hardship areas is very important. As much as the issue is important, it is a pity that Hon. Linturi has brought up an issue that is very localised in Tigania between him and Mheshimiwa, but that is not for us to discuss now. He started very well, but for some reason on two occasions, he spoilt the mood of the House by telling Members that they are ignorant and saying that Members did not read. That is why Members got mad. Surely, if you want to persuade, you do not persuade by insulting people. view
