  • 2 Mar 2016 in National Assembly: Thank you, Hon. Speaker. What I wanted to say in relation to Hon. Wamalwa is that certainly I am not miserable. At the expiry of the last Act, the Chief Executive Officer of the Fund issued instructions to the effect that projects that had been approved by the previous committees would proceed and disbursements would be made, except for new projects. As much as I appreciate the point, at least, if they were old projects, they are proceeding. As for the new ones, I would wish that the new Committee starts very quickly. Thank you. view

From what I have noticed since I came here at 9.30 a.m, Members across the Floor are supporting this Motion. This is a House of men and women of sound mind. Any Member who will oppose this Motion, his or her head is not correct, as my uncle used to say. view
  • 2 Mar 2016 in National Assembly: I have personal experience about some of the challenges that we undergo from the county to the sub-county levels in registration and issuance of IDs. In Kisumu County, I can say from first-hand experience that applications which have been submitted and correctly filled cannot be submitted to Nairobi because of lack of money for transportation. The County Registrar of Persons sometimes has to hire a matatu to bring them to Nairobi. Occasionally, he picks two trunks, puts them in the boot of his car and brings them to Nairobi. view
  • 2 Mar 2016 in National Assembly: In Kisumu West Constituency, which I represent, the Sub-County Registrar of Persons has heaps of documents which he cannot submit. Sometimes, as politicians, we think that we should fund-raise so that we can have the finances. The finances from Nairobi are distributed in a manner that is not equitable. Some areas of this country have the money to run ID registration centres while others do not have that money. Therefore, it is important for this Motion to be accepted across the Floor. If we are going to make this Motion implemented, then we must go beyond just making it a Motion. That is important. We must look at how we are going to amend the National Registration of Persons Act to make decentralisation of registration of persons services mandatory. If it remains a Motion, it will be at the mercy of the Government and it will not be acted upon.   • 2 Mar 2016 in National Assembly: When we go to the sub-counties, it is very common to find men and women who have been having waiting cards for over a year. Such persons are not able to travel to Nairobi to find out if their IDs are ready. There is a number you can dial and get information from the Office of the Registrar of Persons in Nairobi whether you have been registered or not. Most of the time, you are told that you are not yet registered. Coming to Nairobi is not an easy thing. view

I am disappointed because although the Bill has very good motives, it will be defeated by the inclusion of some very oppressive provisions that we inherited from the British colonial administration.   • 1 Mar 2016 in National Assembly: been used very oppressively by the colonial Government and the Independence Government in Kenya. I am afraid if this Bill does not address the historical injustices caused by the Trust Land Act, it will fail to attain its objective. Personally, I was a victim of this Act in 1975 and 1976 when the Government implemented the Ogutu Report on expansion of Kisumu Town.
