I think time has now come for the awards committee to be expanded and removed from the Office of the President or the Vice-President’s Office. asked the Minister for Medical Services:- (a) under what circumstances the Centre for Disease Control (CDC) funded by the US Government discontinued funding to Nyanza Reproductive Health Society (NRHS) thereby crippling the implementation of the Voluntary Medical Male Circumcision (VMMC) project in Nyanza; (b) what the fate of over 600 employees of the project who were managing VMMC project in Nyanza, parts of Western and Nairobi provinces is; and, (c) whether he could confirm that the withdrawal of funding is a direct consequence of mismanagement and fraud by top officials on NRHS.

Mr. Speaker, Sir, the House must commend the Rt. Hon. Prime Minister for his consistency towards devolution. The House must commend itself for passing the allocation formula yesterday. But despite the consistency of the Rt. Hon. Prime Minister and the passing of the formula yesterday, we are fully aware that there are mandarins at the Treasury who have been frustrating the issue of devolution since inception. What steps has the Government put in place to ensure that this frustration by these mandarins at the Treasury will not occur in future.

Mr. Temporary Deputy Speaker, Sir, now that the Assistant Minister concedes that, indeed, a station has been built, that invites the next question. In Kisumu North District there is a whole OCPD, a very experienced person who has just been posted but there is no facility for him to work from. What is the policy of the Ministry in posting OCSs and OCPDs to ensure that they have facilities and they are properly housed?

On a point of order, Mr. Speaker, Sir. You have heard the Assistant Minister say repeatedly that they cannot prepare a master plan until they have sufficient amounts of oil discovered. But he is aware that as we speak in the House today, the Government is tendering the contracts with exploration companies. So, in those circumstances, is it in order for him to say that they are not going to have the master plan when, in fact, they have been preparing agreements?

asked the Minister for Local Government:- (a) what steps the Ministry has taken to light all the streets and access roads to residential areas, especially in and around Mamboleo, Kiboswa, Kisian and Otonglo centres in view of the current rampant insecurity in Kisumu city; and, (b) how much money has been allocated to the Ministry by the Government as well as from development partners for the lighting of streets in the city.

Mr. Speaker, Sir, I insist and my question is very specific. He had read out the money allocated to other centres but in the answer he has made no reference to Otonglo and Kisian. How much was allocated to Otonglo and Kisian?

On a point of order, Mr. Deputy Speaker, Sir. This is the main artery road between the sugar belt and the City of Kisumu. We are very much concerned about this road. Under the circumstances, I would like to request that we defer this Question again to next week, so that we can have an answer that will incorporate the issue that has been raised by Mr. Ochieng, which I am aware is the truth and which contradicts what the Assistant Minister has said.
